Federico Sanchez

Executive Director

A member of the Harbass team since 2009, Mr. Sanchez brings his broad knowledge of finance and his expertise in the areas of financial planning, reporting, taxation, restructuring, and stability services. His career includes management and key project roles in the telecommunications, technology, and industrial sectors for leading multinational firms such as British Telecom, the Knorr-Bremse Group, and the TeliaSonera Group. He has worked extensively overseas in Europe, Africa, and South America, and previously served as a Regional Director for Securiport in West Africa. Mr. Sanchez earned his MBA from the IESE Business School at the University of Navarra, Spain, and holds a Master’s Degree in Financial Analysis from Universidad Carlos III, Madrid, Spain, and a Bachelor’s in Accounting and Finance from Universidad Catolica de Cuyo in Argentina, where he earned the title of Public Accountant.

Dr. Hernán Garrido-Lecca

Chief Operating Officer

As Harbass’ Chief Operating Officer, Dr. Garrido-Lecca provides direction and supervision to an international team of seasoned professionals in the fields of finance, economics, engineering, law, medicine and other areas, who provide assistance to governments relating to finance, debt management and procurement.

Formerly, he served as Minister of Housing, Construction and Water Services and then as Minister of Health of Peru.  Before, he was an Investment Officer at the International Finance Corporation, World Bank (Washington, D.C.)  In the financial sector, he has been Vice-Chairman and CEO of Interbank; Executive Director of the Committee of Foreign Debt of Peru; and Director at several banks and financial institutions.  In the field of information and communications technologies, he has been Director of Tandem Computers del Peru S.A., SCS-Sun Microsystems Peru, Telecable and  123remate.com

He is currently Chairman of Acuisur SAC (seaweed aquaculture); Auster Energía SAC (eolic and solar energy); Director of Desarrollos Salkantay SAC (social housing development); and Neotex Industrial SAC (smart textiles).  He is also Professor of Economics of the Universidad de San Martín de Porres; President of the Peruvian Inventors Society; and member of the Editorial Board of Journal of Commercial Biotechnology (Washington, DC).

Dr. Garrido-Leca holds a Ph.D. in Applied Economics from Unversidad de Sevilla, Spain, a M.A. in Science and Technology Policy from Massachusetts Institute of Technology, an M.A. in Public Administration from Harvard University, and a B.A. in Economics from Universidad del Pacifica (Lima).

Federico Segura

Executive Vice-President

Mr. Segura has been a member of the ENSE Group since 2017. Before joining the ENSE Group, Mr. Segura worked in a fin-tech startup in Silicon Valley where he specialized in building the server systems to manage transactions, user profiles, portfolio construction, and portfolio risk/reward. As a member of the ENSE Group, he has worked with the smaller portfolio companies, including District Doughnut, to become data-oriented companies. Mr. Segura holds a Finance degree from the University of Notre Dame.
