Dr. Enrique Segura

Chairman of the Board

Dr. Enrique Segura, Chairman of the Board and founder of Harbass LLC, has worked as an economist for the Inter-American Development Bank and as a financial officer for industrial sector projects for the World Bank.  In such capacities, he advised the Peruvian government in the conversion of public debt into products and negotiating the public and private debt stock, assisted several governments in establishing a program of debt capitalization by investment, and advised the Central Bank of Tanzania on the restructuring of the public debt with the Paris Club.

 Dr. Segura has more than 30 years of experience managing large international companies providing services to governments.  Currently he is President and Chief Executive Officer of Alex Stewart International, a company specializing in the auditing of mining and petroleum concerns on behalf of governments. He also serves as a Board Member of Securiport, a firm providing intelligent immigration security systems, and ENSE Group, an investment company in Washington DC.

 Previously, he served as President and Chief Executive of SWIPCO USA, a firm providing procurement services to governments, of ICS Inspection and Control Services Ltd., a company that provides services designed to increase customs revenues, and Pricesaroundtheworld.com, an Internet company providing comparative price information through its website.  Dr. Segura served as President of Inspectorate, one of the largest inspection companies in the world.

 Dr. Segura is a member of the Board of Directors of the Trust for the Americas of the Organization of American States, where he also served as President from 2000-2004. Since 1996, he has been the Honorary Consul of the Republic of Uganda in Argentina. 

Dr. Segura holds a Ph.D in Economics and an MBA from Autónoma University, Madrid, Spain as well as a BA in Accounting (CPA) from Cuyo National University, Mendoza, Argentina, and is an OPM Graduate from Harvard University in Boston, USA. 

Attila Freska

Director

Dr. Freska has more than 25 years of experience working with private equity and multinational organizations. Prior to joining Securiport, he held senior management positions in Europe, Asia, and the United States with various companies, including Johnson & Johnson, Deloitte Consulting, Owens-Illinois, and most recently American Capital. He has also started a number of entrepreneurial ventures and has supported numerous non-profit endeavors. In addition to his private sector experience, Dr. Freska has taught courses in international business and financial management at various prestigious universities and was the Assistant Dean for Undergraduate Studies in the School of Business & Economics at The Catholic University of America. He is a former Rotary Graduate Research Fellow. In addition to earning a Ph.D. in International Business from the University of Economic Sciences/Corvinus University, Budapest, Hungary, and an MBA in International Management from the Monterey Institute of International Studies in California, Dr. Freska is a Certified Management Accountant.

Erwin Flores

Director

Mr. Flores has more than 35 years of professional experience, including 25 years in the management of government projects. Recently he served as Chief Operating Officer of Securiport and, before that, Chief Operating Officer of Alex Stewart International, where he directed and supervised government contracts for the auditing of minerals and precious metals. He has also been executive vice president of SWIPCO USA, an international procurement company and executive vice president of ICS Inspection and Control Services Ltd., a company established to provide governments with services designed to increase their customs revenues. Prior to that, Mr. Flores was responsible for the development of spacecraft operations systems for NASA and INTELSAT. He holds a degree in Physics from American University, Washington, DC.

Federico Sanchez

Director

A member of the Securiport team since 2009, Mr. Sanchez brings his broad knowledge of finance and his expertise in the areas of financial planning, reporting, taxation, restructuring, and stability services. His career includes management and key project roles in the telecommunications, technology, and industrial sectors for leading multinational firms such as British Telecom, the Knorr-Bremse Group, and the TeliaSonera Group. He has worked extensively overseas in Europe, Africa, and South America, and previously served as a Regional Director for Securiport in West Africa. Mr. Sanchez earned his MBA from the IESE Business School at the University of Navarra, Spain, and holds a Master’s Degree in Financial Analysis from Universidad Carlos III, Madrid, Spain, and a Bachelor’s in Accounting and Finance from Universidad Catolica de Cuyo in Argentina, where he earned the title of Public Accountant.

Denise Fancio

Director

Ms. Fancio has more than 25 year of experience working with finance and accounting. Formerly with Ciba-Geigy (now Novartis), in Sao Paulo, Brazil, she was responsible for preparing financial/economic analyses of prospective commercial and industrial clients. Ms. Fancio has also worked as a price analyst for ICS Inspection and Control Services Ltd. She holds a degree in Economics from the University of Sao Luis, Sao Paulo, Brazil, and studied Business Accounting at the Universidade Presbiteriana Mackenzie, Sao Paulo. She completed the Business Environment Session of the Harvard Business School OPM Program.
